This quickly proved to be a non-acceptable location for the altitude clamp. As I moved the scope from the vertical position toward the horizon, I noticed that the tension spring shortened by 1/3". This caused the altitude drive cable to slip on the drive wheel. After further analysis, I realized that the altitude drive cable MUST follow a curved parth during the full range of moion of the scope. This keeps the cable path the same length and the spring tension remains constant.
